- scaffolding (or another such structure) erected around the ground-floor exterior of building in a metropolitan area.
Origin 1984, West 94th St., New York City. Witness observed vagrant individual - delusional from drug use - plunging from fifth floor. Witness reportedly declared, "Esther just done ... fell out the window!"
